What happens?:

• File gets the licence template {{CC0}}. Example https://commons.wikimedia.org/wiki/File:Protecting_U.S._Ambassador_Linda_Thomas-Greenfield.jpg from https://www.flickr.com/photos/statedeptdss/53575696138/

What should have happened instead?:

• File should get a more appropriate licence. {{PD-US}} is the most generic, so let's go with that. The file will also get the template {{flickrreview}} so it will be reviewed by a community member
