The Growth team is about to deploy MediaWiki-extensions-CommunityConfiguration to production (testwiki first), making it a hard dependency for GrowthExperiments. Since GrowthExperiments is a gated extension itself, we should probably make CommunityConfiguration gated as well, to ensure changes in other extensions do not break CommunityConfiguration.
