I was asked by Andrew Bogott on IRC to create a subtask here to hopefully coordinate the reboots in the dwl project. My user would like to know when the reboots are finished, so that he can check if everything is running properly. He would prefer if the reboots could happen between 17:00 and 21:00 UTC as the bots running on the VMs need to run between 22:00 and 16:30 UTC.

This is now done and all VMs should be up as expected. I did adjust the flavor of a few VMs slightly to confirm to standard sizes.

Oh, btw, I noticed that in a somewhat-arbitrary attempt to standardize this process your VMs were squashed down from 36G hosts to 32G hosts. If 32G turns out to not be enough ram it's pretty easy (if messy) to add the 36G flavor back in the new regime, just let me know if you need it.
