Since Huawei is planning to remove compatibility with APKs on upcoming HarmonyOS version, I guess it's time to propose an official app for HarmonyOS NEXT.

We can decide to build an app for HarmonyOS in the coming years, if the OS gains global popularity.
At the moment, since HarmonyOS Next does not exist yet, and since Wikipedia is blocked in China, there is very little reason to do this.
In my opinion this will mean stalled (or open with low priority) instead of declined. Also there are still plenty of Chinese app users even if Wikipedia is blocked in China - this is why T327286: Integrate In-App Internet censorship circumvention by domain fronting exists.
Though (only my extreme opinion): Huawei is start balkanizing mobile OS ecosystem. The active solution against it (though very much controversal) is to rebuild the apps using something like Flutter and Kotlin Multiplatform, so we no longer need a dedicated app for different operating systems such as iOS.
The stable version of HarmonyOS Next has come out now: https://developer.huawei.com/consumer/en/doc/atomic-releases-V5/atomic-releasenotes-V5. Is it time to reconsider this now?
The fact remains: HarmonyOS is specific to a single manufacturer, targeting a specific market, where Wikipedia is currently blocked. Who would be the audience for such an app?
Until HarmonyOS gains meaningful traction globally, with a meaningful and thriving ecosystem of developers, I'm not sure there's a reason to have this on our road map.
Even if Wikipedia becomes unblocked, users of HarmonyOS will be able to use their web browser to access Wikipedia. Until then, I think a "wait-and-see" approach makes the most sense.
