Description

Write the backend for the Wikisource contest tool based on https://indic-wscontest.toolforge.org/. This tool will serve global as compared to current which serve only Indic communities.

This is about creating a new contest tool, it sounds like. The tool-wscontest Phabricator project is about the existing tool, please create a separate project if you need it, so people don't get confused.
