Prioritise and cleanup Newsletter extension backlog

Description

Just saw that MediaWiki-extensions-Newsletter has been added to a forbidden extensions list due to "unmaintained bugs and other issues". Is there a way to get a list of those so that we can prioritise it?

CC:ing @QuimGil who used to be one of the original stakeholders.

The way the extension has been doing alright in mediawiki.org (https://www.mediawiki.org/wiki/Special:Newsletters?filter=all) seems to be very promising.

So the aim of this ticket would be to:

  1. Figure out why/how the extension had been tagged as forbidden.
  2. Find time and working hours to get it out of it.

The extension was apparently added to that list due to T226433#5288424, see m:Special:Diff/19249933 (+ m:Special:Diff/19928482, after the current table was introduced). Apparently the main issue with this extension is lack of interwiki support -> T177151#3649449 & T110645

Thank you @Johannnes89. Sounds like its time to resurrect those old patchsets which was done by @Addshore in https://gerrit.wikimedia.org/r/c/mediawiki/extensions/Newsletter/+/446590

Anyone feel like code reviewing https://gerrit.wikimedia.org/r/c/mediawiki/extensions/Newsletter/+/977269 if this is going to be done? It's not nice to have a patch pending code review since November.
