What happens?:

.mw-fr-revision-details is underneath .flaggedrevs_reviewform, obscuring half of the text in the modal

What should have happened instead?:

.mw-fr-revision-details is on top of .flaggedrevs_reviewform, showing the entire modal

Other information (browser name/version, screenshots, etc.):

one of them has position: static, making it so that z-index is ignored. changing it to position: relative and fixing the mispositioning of it that happens when changing to position: relative should allow the correct z-index to kick in
