Per T359116, MediaWiki-extensions-CentralAuth is planned to be split up into several smaller extensions to make it easier to maintain. This includes merging MediaWiki-extensions-CentralAuth locks into the GlobalBlocking. This task describes the work needed for this.
Global locks should become global blocks and the features from global locking be possible to enable for a global block. Doing this has several advantages:
- Having one combined system makes it easier for stewards to prevent editing by accounts globally, as one interface needs to be used
- One system is easier to maintain than two, making it easier to maintain long term
