Per T359116, MediaWiki-extensions-CentralAuth is planned to be split up into several smaller extensions to make it easier to maintain. This includes merging MediaWiki-extensions-CentralAuth locks into the GlobalBlocking. This task describes the work needed for this.

Global locks should become global blocks and the features from global locking be possible to enable for a global block. Doing this has several advantages:

1. Having one combined system makes it easier for stewards to prevent editing by accounts globally, as one interface needs to be used
2. One system is easier to maintain than two, making it easier to maintain long term
