Description

NOTE: This is a follow-up to T376346.

Acceptance Criteria:

Given that a temp account user clicks on the "Register" button,
- They should be taken to Special:CreateAccount
Given that an anon user clicks on the "Register" button,
- They should be taken to Special:UserLogin
