scap fails with non-zero exit status 126 when running mwshell

Description

When running scap backport the deployment fails with:

Possibly related to T369115
Might perhaps be fixed by https://gerrit.wikimedia.org/r/c/operations/puppet/+/1081281 ?

Did a temporary revert as a quick fix https://gitlab.wikimedia.org/repos/releng/scap/-/merge_requests/498

It looks like https://gerrit.wikimedia.org/r/c/operations/puppet/+/1081281 is a prerequisite for the new Scap code
