Wiki page titles must usually begin with a capital letter (although there are some exceptions). This is usually enforced by the software. Because of how the Incubator works with the prefixes, this enforcement doesn't work out of the box. This causes problems with duplicate or inconsistent page titles, both in the Incubator itself, and when exporting the content to the newly-created independent domains.

It would be nice to enforce it somehow, although I'm not sure how. Maybe in the Incubator extension, maybe using AbuseFilter, maybe using bots, maybe in some other manner.

Some wikis need to be exempt from this enforcement: probably all Wiktionaries, and also wikis in languages that have reasons to use small letters (perhaps some Bantu languages, languages of Taiwan, etc.). But the default should probably be to enable the enforcement.
