This probably has to do with our crazy-ass algorithm, which computes allocations for every possible combination of criteria, then finds commonalities using a combinatorial search.

Depends if the current allocations are sufficiently memory intensive. Seems to consistently OOM (or not) for a given set of campagins/banners.
i.e. was OOM for everyone that tried last night, now it's working.
No, my patch didn't fix it. @agreen has a huge thing he started, which is supposed to address this, but I think it's stalled.
