<ooui-toolbar-more> tag

Steps to reproduce:

-Click on the Edit button on a page in test 2 environment
-Observe the toolbar

Observed Result:

<ooui-toolbar-more> tag is showing up instead of "More" text in the toolbar in test2 environment

Cant find this issue in test2 now. Therefore, changing the status to resolved.

Unsetting "VERIFIED"; we don't generally use that, and setting it will hide it from people's saved searches.
