Port tag_nowcommons.py to core

Description

I used tag_nowcommons.py a lot in the past but I can't get it to work anymore (I have been trying on labs lately). As I understand it the reason is probably because it should be updated and ported to core.

As far as I understand it then it is no longer possible to find duplicates on Commons the old way. So it is probably a whole new code that is needed. So perhaps its better just to close this request?

There is a discussion at T372719: New special page to see local files that override Commons' files that include this - at least in partial. Including a link to a script I made. If anyone can be inspired by this feel free to use it!

I think this is no longer relevant or possible. So I closed this.
