Description:
When pending changes protection first went into trial it was limited to 2000 pages. That restriction was apparently never lifted. Today (October 27 2014) I received this error when attempted to apply pending changes protection. If there is no performance concerns here I'd consider this a rather large issue, as with certain pages we are forced to semi-protect on pages experiencing disruption, even when many edits from unregistered users are constructive.

Maybe that page is cached or takes a while to populate. Try applying pending changes protection on any page, such as this new admin test page: https://en.wikipedia.org/wiki/Wikipedia:New_admin/Protecting/Protect

I'm guessing it's the below in https://noc.wikimedia.org/conf/highlight.php?file=flaggedrevs.php - It's seemingly only set on a handful of flagged revs wikis

$wgFlaggedRevsProtectQuota = 2000;

Guess this should probably go to being a MW config bug...
