The sysop usergroup shouldn't have any education program userrights, since those are very specialized and already possessed by course coordinators. If any sysop decides to work in this area, they should grant themselves course coordinator. This way, there can be an exhaustive and updated list of course coordinators, which users can rely on if they need assistance. Indeed, if the relatively small number of sysops working in this area have no need to add themselves, most of them won't, so users won't know about them, and course coordinators would be too few. It is precedented, the extension abusefilter does that for example with abusefiltermanager. As an aside, ep-bulkdelorgs is missing from course coordinators.
