For files that are frequently used ("frequently" in this context is anything we cannot show directly in the viewer, so more than 2-3 places), we need to figure out which usages are most important for the user, and how to filter the file usage list to show them the most relevant pages. The current APIs are inadequate this, and probably SQL queries in general are not a good way to get the information - need to learn about how much CirrusSearch could help us here.
