Narrative
As a user, I want to see at a glance whether there other license alternatives then the one displayed by MultimediaViewer.
Acceptance Criteria
- In the CommonsMetadata API, return information for all licenses.
- If there are multiple licenses, sort them and show the best one, with a 'More' link after that:'CC-BY-SA-4.0 | More' (specify sorting - current behavior is based on ordering on page. Should we prefer higher-version licenses? Should we prefer PD?)
