Narrative
As a user, I want to know whether the error I get is when trying to look at an image temporary/circumventable (a problem with MediaViewer) or permanent (there is no such file).
Acceptance Criteria
- when the image cannot be loaded, check if it is because it has been deleted (possibly other reasons for missing images as well: renamed, removed from article, no image by that name)
- if it has, display a special error page with instructions
