Description

Like with $wgResourceLoaderSkinStyles, let skins be able to set $wgResourceLoaderSkinScripts that run instead of the default $skinScripts values. This avoids dirtying core RL modules' definition with knowledge about individual skins and the scripts that work with them.

I'm not sure if this is a good idea. The fact that OOjs UI would need this is a by-design bug in OOjs UI. For T78367 I'm trying to implement a more specific funcitonality.

I'll mark it as declined, but without prejudice. If there is a use case for it other than T78367 (which was implemented differently), please reopen.
