I had a go at this, but it seems to conflict with the way we auto-open the notices dropdown and meta dialog (when editing a redirect), and I could only get it to work with a new ve.ui.Overlay and new ve.ui.WindowManager (like the ones used in MWTemplateDialog to show confirmation dialogs).
