Things like the users_to_rename table or the global rename queue system shouldn't be part of CentralAuth.
CentralAuth had never been Wikimedia specific before all these things were added last year.
This would also ease things like removing the users to rename things from Wikimedia once we're done with SULF.
Neither the users_to_rename table nor GlobalRenameQueue are Wikimedia specific (if they have Wikimedia specific messages that's T86741). GlobalRenameQueue is an addition to GlobalRename, and the users_to_rename table is a staging ground for preparing for a finalization if you are trying to merge multiple user tables into one central one through CentralAuth.
