Contact accounts that were notified about potential global rename for their renamed accounts due to redirect

Description

About 4500 (out of 2.8 million) accounts were mis-notified of potential upcoming renaming due to a bug in the script. The users contacted had been renamed, in some cases a very long time ago, and their old username talk pages redirect to their current account name talk page.

These accounts need contacted. Pathoschild put together a list of affected accounts and I've written a message that is currently up for translation. I'll paste it over here when complete.

There also is the option that we do nothing about it. Some wikis, like nl.wiki, were concerned about the attention this drew to the accounts. Fixing it might cause more problems.

Or make it commons specific, since it's the most heavily affected.

Everything was written but the script was not able to run in time before the renamings started. Affected accounts have already been renamed, so this is now invalid.
