Clicking 'Insert paragraph' makes Save button active.

Description

Clicking highlighted 'Insert paragraph' area will make 'Save' button active. Attempting to 'Review your changes' displays: 'No changes to review'.

Upon 'Save,' nothing will be reflected in Revision history - which is correct and makes the bug as a low priority bug.

Insert paragraph inserts a paragraph. VE can't really know efficiently whether the modified model state will result in a wikitext change. You could achieve a similar effect by pressing space-backspace, but almost all editors will flag this as a document with unsaved changes, so I don't have a problem with us doing it.
