Description

Based on investigation in https://github.com/SemanticMediaWiki/SemanticMediaWiki/issues/947 it seems that JobQueue and other code using onTranslationIdle is spamming the debug log. See especially https://github.com/SemanticMediaWiki/SemanticMediaWiki/issues/947#issuecomment-95594679

There were some issues with the reuse logic indeed. I believe T51529 describe the same or related issue, both of which were fixed in 1.31. Please do re-open if you see it again. Preferably with stack trace.
