Maniphest T98244

Fix PageHistoryFetcher and WikiTextSectionFetcher query parameters to eliminate "query continue warnings" so we can sunset iOS 6 support in a way less likely to require future back-ported hot fixes.

The spike defined here https://phabricator.wikimedia.org/T91789 identified these two fetchers as using query parameters which will need to be updated.
