The documentation instructs to use Merge gadget, driven by MediaWiki:Gadget-Merge.js, to create redirects. As far as I know, there's no mention in the docs of any other way to create redirects. However, the script MediaWiki:Gadget-Merge.js is old (2013) on test.wikidata.org and does not seem to even have an option for making redirects. This makes it impossible to test redirect handling on test.wikidata.org. Somebody needs to update the script and verify it works.

One can create redirects via the API or via http://test.wikidata.org/wiki/Special:RedirectEntity. No need for that gadget.

The general idea is that people should use the merge gadget on Wikidata as I understand it. Either way - not a ticket we keep open in the bug tracker as it is not something for the dev team to work on.
