I looked at https://www.mediawiki.org/wiki/Special:OAuthConsumerRegistration/propose but gave up trying to understand that form. Would be cool if someone more into Oauth could give this a try at some point.

It shows up when I look. Searching finds it fine, and it's currently at the end of the fourth page of results (here).

Uh, sorry, hadn't rechecked. Indeed listed on https://www.mediawiki.org/w/index.php?title=Special:OAuthListConsumers&offset=&limit=500 as phabricator-production now, thanks for spotting that!
