Find or create a CLDR data parser for Intuition or PyIntuition

Description

PLURAL support should be added to Intuition, or PyIntuition, respectively.
That requires a CLDR parser to correctly parse PLURAL messages with the same behavior as MediaWiki to be found, or newly implemented, in Python.

Localized date/time formats should be possible in Intuition.
That also requires to parse CLDR data in the context of Intuition, or PyIntuition, respectively.
