Useless nowiki tags added for regular single quotes

Description

In this edit, VE apparently added useless wiki tags around a whole sentence simply because there were 2 (entirely separate) single quotes in it.

Not entirely useless, there's a pair of single quotes inside the <nowiki/>, in "qu''il", which would trigger italics from that point until end of the line otherwise. But only these two quotes themselves should've been nowikied.

Thanks, I missed the 2 single quotes. But putting nowiki tags around a whole sentence for this is quite confusing.
