Integrate WMAT's feedback to the Wikimedia Hackathon 2017 selection process

Description

The #Engineering-Community team is responsible of deciding the new hosts of the Wikimedia Hackathon. While the changes from Berlin to Amsterdam and Zürich were handled quite casually, we have formalized a process that was put in place for Lyon and Jerusalem, trying to bring structure and fairness while keeping the flexibility that characterized our hackathons.

Wikimedia Austria has provided feedback on how to run future bids. We should agree on the changes and integrate them to the bid for the Wikimedia Hackathon 2017.

This task is proposed for DevRel-September-2015.

@Rfarrand, I took this task when you were on vacation and it seemed that I had plenty of time. Can I pass it to you, please? It belongs to your area, and I'm struggling even completing my core tasks.

I have written up a first draft of a proposal for selecting a 2017 location and am running it by some people from the CE team and then will run it by the past hackathon organizers email list. At that point it will become public and once we confirm that we can expect a full event budget we will make the call for hosts for 2017.
