I suspect same issue as before given these are all style modules (LESS compilation...)?

But why would that url configuration change affect how often MediaWiki app servers are compiling those modules? (Which happens when there is a Varnish miss for a load.php url requesting that module.)

Doesn't seem important enough to investigate. For now we can only assume that we didn't so much degrade cache performance, but rather extended use of existing modules. Perhaps it wasn't working properly on mobile so we were missing a piece of data that is now included.
