Add spell-checking option to LanguageTool WikiCheck [AOI]

Description

Per T108628, it would be nice to have spell-checking as an optional feature in the LanguageTool WikiCheck (http://community.languagetool.org/wikiCheck/pageCheck/index). Right now it is disabled due to too many false positives.

Acceptance criteria:

  • Add two checkboxes to the UI: 'Check spelling' and 'Check grammar'. Check grammar should be checked by default and check spelling should be unchecked by default.
  • Significantly reduce the number of false positives flagged by the check spelling option. This may involve things like ignoring wikilinks, ignoring references, adding dictionaries for jargon or regional dialects of English, ignoring quotations, ignoring words that appear multiple times in an article, etc.

Note that this tool is written in Java, which none of the CommTech developers are very strong on (@Fhocutt is probably the only one who could try to tackle it). Since this makes the task less feasible for our team, I've lowered the priority.
