Before importing on a direct-database connection, mwdumper should check if the
tables are empty. If there are already pages present, importing will usually
cause a failure very quickly.

@brion, this is one of the oldest tasks assigned to someone. Are you planning to work on it, and is its current priority correct?
I haven't updated mwdumper in a long time, will unassign myself from these... If someone else wants to take it over they're welcome, otherwise it'll be a "maybe improve this later" project (no guaranteed SLA for patch work ;)
mwdumper is no more able to process dump generated since MediaWiki 1.31 (released in June 2018). The tool started in 2005 and is no more maintained, it is thus being archived, see T351228 for reference.
