So far it's enabled on English and Russian Wikivoyages.

@KHammerstein and @Moushira, The reluctance we saw with Catalan, seemed to be rooted in it being perceived as a wikivoyage thing. The primary argument made was "Sure, this is a wikivoyage thing, but we are a wikipedia so its irrelevant". Similarly, if you asked a carpenter if they needed a dentists' tool, they would say "no", but if you asked them if they wanted a high-precision drill, they would likely say "yes". With that in mind, I propose for other wikis that:

1. we mock up a version of the page banner on desktop, but with a really sharp image to show how effective it can be.
2. when we present to the community, we start with the value proposition of how it is awesome/popular on apps (Screenshots) and THEN we say, we have a better implementation using code that the wikivoyage community created.

Thanks a lot @JKatzWMF! This makes more sense to be how we move forward. Am sure it is a typo, but Spanish WP is where the suggestion was found irrelevant, Catalan Wikipedia wants to activate and try it for Wikiprojects and userspace namespaces.
