Using Chrome Version 46.0.2490.71 (64-bit), OSX 10.9.5

I'm running into cases where redirects to section headers are not skipping down to the section anchor as it should when the page has not been visited recently so it is not cached in my browser.

For example, WP:BLP1E is a redirect page,

#REDIRECT [[Wikipedia:Biographies_of_living_persons#Subjects_notable_only_for_one_event]]

This should take you to https://en.wikipedia.org/wiki/Wikipedia:Biographies_of_living_persons#Subjects_notable_only_for_one_event however the page is not loading to the section.

To reproduce:

1. https://en.wikipedia.org/wiki/WP:BLP1E
2. Notice you are not at the proper section after redirect
3. Refresh the page
4. You will be taken to the correct section

If you use the redirect again, you will be taken to the proper place.
