Order the suggested parameters in the TemplateData generator more logically

Description

I sometimes add TemplateData using the TemplateData generator, and it often happens that when the generator auto-identifies the existing parameters, the numbered (unnamed) parameters appear in the wrong order: "2, 1", instead of "1, 2". It's not consistent - sometimes it is "1, 2".

It would be nice to have them always ordered by their number.

They are sorted by the defined order in the TemplateData if it exists; on first generation, I believe they are sorted by the order in which they appear in the template. I think alphabetical order would be if anything more confusing, surely?
