Create and document routines for Tech News to make it yet easier for others to contribute.

The existing documentation is excellent, and is mostly everything one would need to write the newsletter. Things that don't belong in a manual are difficult to read up on, though. What is included and what isn't? Why are things related to only one wiki (e.g. English or German Wikipedia) usually left out? When does one have to add something to the newsletter for it to be included? How does one know who is editing the issue one particular week?

We've got far too much documentation as it is, so it's important nothing is moved from the current manual. This is not supposed to make it more difficult to contribute to Tech News by adding required reading. However, at the moment, some questions are simply not answered in writing, and undocumented practices makes it more difficult to understand things from the outside. They are just to be there as an extra support, if one is interested and chooses to read them.

At least three documents to answer the core questions: when (do I need to add something at the latest), what (should be added), who (-m should I contact)?
