Special:NewItem does not respect users language in "no" or "nb"

Description

When opening the page Special:NewItem it does not respect the users language. If it is set to "en" it seems to be correct, and also "nn" is correct, but if it is set to "no" or "nb" it will fail.

The language in question is used with uselang=no and uselang=nb. I don't see what's failing here, please be more specific.

See also T115792 for the default language being wrong.
