The main criteria seems to be the number of contributor, which must be at least ten.

One may consult the page which enable to see statistics regarding the state of the Esperanto version of wikiversity.

Currently we have a set of 36 contributor over the time, but active contributors is an other point, as it require more than five edit a month.

I launched a call for participation on Wikipedia, but any way to attract more contributors would be welcome.

As of october 2016, we had active contributors for this month periods:

year-monthnumber of active contributorsList of users
2006091Jon Harald Søby
2007041Julien1311
2007051Julien1311
2008011Crochet.david
2008021Crochet.david
2008122Marcos, Cayley
2009021Marcos
2009041Crochet.david
2009051Marcos
2009111Crochet.david
2010112Darklama, Odyvohoneny
2012091Shujenchang
2012101Shujenchang
2012121Robert Weemeyer
2013011Robert Weemeyer
2013021Robert Weemeyer
2013091Piet-c
2016011Psychoslave
2016021Psychoslave
2016031Psychoslave
2016101Psychoslave

So the best we had was 2 active contributors in the same time month, which happened twice.

Altogether there are 11 different contributors which have been active in 21 different months:

  • Cayley
  • Crochet.david
  • Darklama
  • Jon Harald Søby
  • Julien1311
  • Marcos
  • Odyvohoneny
  • Piet-c
  • Psychoslave
  • Robert Weemeyer
  • Shujenchang

So that's more than the 10 indicated on the beta main page, but looking further at the validation process details, it happens that "at least five active users must edit that language regularly before a test project will be considered successful". So that's not yet the case regarding this statistics.

How is this task related to the scope of the WMF Community Resources team's work?

Kubof sugested that we organize some challenge/competition to motivate people to contribute.

That seems very relevant, and the idea should be developped further, this ticket can serve to track related progresses.
