[[en:MediaWiki:Pagemovedtext]] uses $1 and $2 in {{fullurl:}}, which doesn't work

Description:
I moved a page "South African Telephone Numbering Plan" to "South African telephone numbering plan" on the English Wikipedia. When I reached the move succeeded page, it stated that "The page "$1" (links) has been moved to "$2"." The "$1" and "$2" link to "$1" and "$2" articles. The statement should have been "The page "South African Telephone Numbering Plan" (links) has been moved to "South African telephone numbering plan"." and links to both articles.

The "$1" and "$2" link to "$1" and "$2" articles.

Normally, $1 and $2 are substituted by the correct article titles. However, this is not happening for some reason, most likely a wfMsg() call without the second and third parameter.

This works for me in r23501. [[en:]] should upgrade to a newer version.

Apparently the problem is in [[en:MediaWiki:Pagemovedtext]]. I've reopened this bug an brought up the issue on the associated talk page, referring to this bug.
