'Reverted' notifications display links to non-existing Talk pages

Description

In reverted notifications the secondary link re-directs to a talk page that may not exist.

  1. Revert ('undo' from History) changes on a page that does not have its Talk page.
  2. The received notification, however, will have a link to that non-existing Talk page.

Whether you are the first person to use it or not, I think this talk page is still the right place to discuss the revert.

I also think that the non-existent page may be off-putting for some users. An empty Flow board is much more welcoming for new conversations :)

Thanks for bringing up this issue Elena. We discussed it in the Leads meeting today. The decision was that we're Ok with the link to the talk page, even it it will sometimes land on a page that hasn't been created yet.

Since this bug isn't about creating the secondary link but whether it should be changed, I think this decision closes the bug, right? (I.e., the creation of the actual link is part of a different ticket?)
