Admin approval is tied to cohorts?

Description

For users with the admin role, submitted courses come with a notification that they can be approved by "adding to a cohort". I don't understand--aren't cohorts chosen by the instructor? Should there be an Approve button instead?

No, cohorts are not chosen by the instructor. Cohorts are added by admins, and adding a course to at least one cohort also doubles as approving it and making it available for enrollment.

Separating that out more cleanly would nice, but probably shouldn't be a high priority.

Okay, I'll link this to a bigger investigation of where the WMF wants to go with cohorts.
