Before switching over to horizon/designate for public dns, we need domains to actually belong to domains.
wmflabs.org will belong to the 'wmflabsdotorg' project and will be a special case where credentials are shared with certain tools to manage subdomains. Only proxies (and ops-maintained sites like bastions) will use <foo>.wmflabs.org records. All other domains should be project-specific.
