When a user has enabled the NavPopups gadget, they get an extra "advanced" option in Hovercards configuration. This does not seem to be any differend from "disable previews", though: NavPopups will appear in both cases on hover.
Tested on Hungarian Wikipedia.

With the change of disabling hovercards if the user has navpopups, in the settings menu now "Advanced" and "Disable previews" actually do the same.
Do we need to keep both?
@dr0ptp4kt I agree. For the time being, I think it would be worthwhile to simply make an on-off toggle switch. @Nirzar is thinking through this. In my mind the only open ? is whether we prioritize this (the general use case) or the first-time use case (T133230). General is probably more important because it might take a user ~5 hovers before getting annoyed.
