We have a own meta-(wikimedia) related template for MediaWiki:Centralnotice-summary (https://meta.wikimedia.org/wiki/MediaWiki:Centralnotice-summary). Non-English interface will see the default for this message.
Please load MediaWiki:Centralnotice-summary for all languages.
