With IABot editing talk pages repeatedly, there are pages with duplicate section headers which makes it hard to properly link to. It was suggested to add a timestamp to the header. Since the section headers are controlled from an on Wiki config page, I suggest creating a subst keyword which instructs the bot to substitute the template. E.g. When the config page has {subst:BASEPAGENAME} it will get converted to {{subst:BASEPAGENAME}} when posting to the page.

Per @MusikAnimal the config page will eventually be converted to a JSON object. This will eliminate the need for this.
