Description

In the recently-created Tulu Wikipedia (T140898), the Tulu language doesn't show up in the Content Translation dashboard article selector:

Notice that the second dropdown is empty. I guess that it's a misconfiguration somewhere.

ContentTranslation (CX) configuration is mentioned in the wiki creation procedure. If the procedure was was simply not done completely yet, then I can wait patiently until it is (T140898 is still open). If this was done, but something didn't work correctly, the procedure should probably be fixed.

@KartikMistry By the way, if we can do this BEFORE the wiki is live, please move the section up on the page in the Start section.

https://phabricator.wikimedia.org/T142479 was reported after this bug was fixed. CX and VE both requires Parsoid site matrix to be updated to work properly in newly created Wikis.
