Description

When viewing an article in PageFragment, the short description underneath the title should be clickable. This task is to do all of the following:

Make the description clickable, with a no-op click handler.
Feature-flag it for Dev only.
Introduce a remote-config parameter that will allow us to disable the feature remotely.
