Publish rollout plan for hovercards to community

Description

As Hovercards leaves Beta features we need to create and publish a plan on how we move the product from beta to production. We should use the Technical Collaboration Guideline to help guide this work.

This task will track where and how we communicate the plan.

@ovasileva one question: you assigned this task to yourself, does it mean that you will go ahead and complete it or are you expecting the Community-Relations-Support to do it?

@Qgil - Hi, I will be working with @Ckoerner on this, but I think the first step is to create plan for rollout that we can follow in a stepwise fashion, which I believe is in my court, at least for now. Once we have a plan, I'll go ahead and hand it over this task to Chris.

With the announcements listed perviously the rollout plan has been published.

We are drafting communication specific to the communities we'd like to engage with for the initial Hovercards rollout. In those communications we will highlight the rollout plan, A/B test results relevant to the community, and functionality of Hovercards.
